| North Korea Talks Stalled by Banking Dispute
Hoping to advance an initial agreement to eliminate North Korea 's nuclear weapons program, participants in the six-party talks met in Beijing March 19-22. But progress on the Feb. 13 pact was stalled by an ongoing banking dispute. Talks recessed because of delays in resolving issues concerning frozen North Korean accounts associated with the Macau-based Banco Delta Asia. According to a statement from China 's Foreign Ministry, the six parties agreed to resume the talks at the earliest opportunity toformulate an action plan for the next phase. No date has yet been set, a Department of State official told Arms Control Today March 29. Before the recent meeting, the six parties, which also include Japan, Russia, South Korea, and the United States, appeared to have made modest progress.
New director chosen to lead incubator
Clay Hickson started as director of Towson's Business Globalization Center, the University's new incubator, March 12 following a six-month search.
As part of the Division of Economic and Community Outreach, the aim of the incubator is to bring international business to Baltimore County. The center was announced in the summer of 2006.
Dyan Brasington, director of economic and workforce development, said she and vice president for economic and community outreach James Clements developed the criteria for the job, which attracted many applicants.
"I think people are interested in entrepreneurship and helping new businesses and the international aspects of globalization, and I think there are a lot of people who feel they have the ability to be the incubator director," Brasington said.

And it's not just the obvious businesses within the housing industry, like real estate or construction companies, which have already seen clear hits. Miami-based home builder Lennar, for example, reported last week that its first-quarter profit tumbled 73% on continued softness in the housing market made worse by problems with subprime lenders. Lennar also warned it doesn't expect to meet its 2007 earnings guidance. But South Florida companies you wouldn't automatically associate with housing are also pointing to the real estate slowdown as a big culprit for less robust earnings, in industries as varied as car dealerships, cruise lines and shipping companies. "We've been expecting effects like this for some time," said Per Berglund, an economist who tracks Florida for Moody's Economy.com.
