Parti Quebecois stumbles through Quebec election campaign

On February 21, 2007, when Quebec Premier Jean Charest called a provincial election, the approval rate of his Liberal government, as measured by the opinion polls, was under 50 percent. Nonetheless, Charest considered this a favorable moment to seek re-election, as the approval ratings for his government had hovered in the 30 to 40 percent range for most of the past four years. Over the past month, the government’s approval ratings have again sagged, falling to about 40 percent.

In years past, this profound dissatisfaction with the Liberals would have translated into a surge in electoral support for the Parti Québécois (PQ), the indépendantiste party, led today by Andre Boisclair, which has alternated with the Liberals as Quebec’s government since the mid-1970s.

On issues of National Security Council

MANY thoughtful writings on National Security Council (NSC) are now appearing in local dailies. Many countries do have such an institution suited to their administrative system to meet their specific needs. Again, the structures vary depending on whether a country adopts parliamentary or presidential system, or whether a country has a unitary government, or there are state governments and central or federal governments, and whether the parliament is unicameral or bicameral. The desired objective is however almost the same.
The security system and institutions in countries like USA, UK, France, Germany, Israel, Turkey, have evolved to the present stage through necessary changes and improvements. We can study them keeping in mind our present and future needs under our special circumstances.

* The Industrial and Commercial Bank of Vietnam (Incombank) has submitted a plan to offer shares to the public to reduce the State stake to 51%.
